FOUR SEASONS RESORT, CARLSBAD DEVELOPMENT (Ponto South) (LOCATION SHOWN AS “RESORT 3” ON THE MAP)

The Kam Sang Company Inc. has purchased the 14 acre property which is located on the southeast corner of Carlsbad Boulevard and Avenida Encinas. The property is zoned Planned Community with the General Plan showing Visitor Commercial and Open Space.

Kam Sang Company Inc. intends to design and build a five star resort hotel/timeshare project on the land. Its current initial plan shows 280 guest rooms, 45 residential/hotel homes, typical spa, food/beverage, meeting spaces and underground parking. To date, it has submitted a preliminary plan to the City of Carlsbad and received preliminary development review comments which are included under Documents on this website. In addition, the Kam Sang Company Inc. has met with and presented initial design concepts to the Ponto Beachfront Development Review Committee.

The Kam Sang Company Inc. is completing its details on the proposed development and intends to present the more detailed package to The Ponto Beachfront Development Review Committee in August. The Committee will update this website with more information as it becomes available. The Permit Application is scheduled to be submitted to the City of Carlsbad for more detailed Planning review in September of 2016.

The company has indicated that while it is at an early stage of the development proposal process, it intends to get the project approved within the next two years, then constructed immediately afterwards. That estimate would have the resort opening as early as 2021.


PONTO BEACHFRONT VILLAGE EAST (Ponto East) (LOCATION SHOWN AS “PBE 1” ON MAP)

Ponto Beachfront Villages East and West (Ponto East and Ponto West) are comprised of 11 acres of land in Carlsbad, CA and are across Carlsbad Boulevard/Pacific Coast Highway from the Pacific Ocean. The properties are located at the northeast corner of the intersections of Avenida Encinas and Carlsbad Boulevard/Pacific Coast Highway and are bordered by the railroad tracks to the east. Ponto Road divides the east and west development project sites.

Shopoff Land Fund II, L.P. (Shopoff) has entered into a 5 year Option Contract to acquire these properties. It was Shopoff’s original intention to develop the site into townhomes on the east plus mixed use residential and retail development on the west. The business plan has been to process entitlements for approximately 191 residential dwelling units and up to 13,000 square feet of retail and restaurants and then to sell the entitlements to a builder/developer.

Shopoff had originally requested General Plan and Zoning changes to its development permit application, which would have pushed the limits on use, building density, building heights and setbacks. The Ponto Beachfront Development Review Committee, with help from residents and adjoining neighbors, successfully worked with the City of Carlsbad, Council and Planning Commission to get the General Plan Amendments revised and approved to limit the overall building density for the project sites, as well as to get the western site zoned for General Commercial use instead of mixed use with a high residential component. The approved City General Plan now suggests an ideal overall density of 136 dwelling units total for the eastern site and more retail/commercial/open space for the west.

Shopoff is currently in the process of incorporating the City of Carlsbad’s comments on its original permit application, as well incorporating the Ponto Beachfront Development Review Committee’s comments which included hundreds of results from a San Pacifico resident wide survey. The Committee will be meeting with Shopoff over the next few months and expects to see Shopoff’s revised plans later this summer.
